1. The service
BizBilen lets you submit a request to add balance to a supported TMCELL mobile number in Turkmenistan and pay for it from abroad.
BizBilen is an independent service. It is not affiliated with or endorsed by TMCELL unless explicitly stated otherwise.
2. Your responsibility for the number
You are responsible for entering the correct phone number. A top-up is delivered to the number exactly as you entered it.
Once a top-up has been delivered it may not be possible to reverse it. Please check the number before you confirm payment.
3. Orders, prices and payment
The price shown at checkout includes the top-up amount and any applicable service fee, which is displayed before you pay.
Payments are handled by third-party payment providers and are subject to their terms. Your bank or card issuer may apply additional currency conversion charges.
An order is accepted once payment has been successfully authorised. We may refuse or cancel an order where we suspect fraud, where the number is not supported, or where we are required to do so by law.
4. Delivery and status
Top-ups are submitted for processing after successful payment. Processing times can vary and depend on third parties, so we cannot guarantee a specific delivery time.
The status of your order is shown after payment and, where you provide contact details, sent to you.
5. Acceptable use
You agree not to use the service for unlawful purposes, fraud, money laundering, resale in breach of applicable rules, or in a way that interferes with the operation of the website.
You confirm that funds used for a payment are lawfully yours.
6. Availability
We aim to keep the service available but we do not guarantee uninterrupted access. Maintenance, third-party outages or circumstances beyond our control may affect the service.
7. Liability
To the extent permitted by applicable law, our liability in connection with an order is limited to the amount you paid for that order.
